Yes, partial budgets MAY SOMETIMES contain some fixed ownership costs depending on whether the proposed change includes any change in capital assets owned (i.e. the purchase or sale of capital assets). If any change in capital assets is included in the proposed change, then fixed ownership cost will change, and this should reflect on the partial budget.
