You can multiply the top equation by 3 and the bottom equation by 2, so you get:

-6y = 42
+6y = 18

(You also multiply whatever is in front but it's cut off so...)

Then you can add the equations so you get:

(whatever numbers cut off are) = 60

Then you solve for the variable cut off and sub it into one of the equations and solve for y.
